The closing reframe of Ch 12. Institutions of integration are civilization-scale investments on the timescale of universities, journals, common-law systems, and open-source ecosystems — built and drifted on generational timescales, not platform-launch timescales. The captured equilibrium of the platform business model built itself in two decades; the integration institutions that hold against it will need at least that long to be built, and will need to be funded and staffed and politically protected through the building. The prescription is not a recipe for next quarter — it is a brief for the civilization-scale investment that built the institutions the modern environment has been disinvesting from. Makes the timescale of the prescriptive arc explicit so that institution-builders entering the work know what shape it has to take.
