Current model treats budget as a constraint. Education, training, and shared vocabulary expand it. ‘Institutional carriers’ was hiding two distinct functions (preserving the complex form AND training receivers).

Where the book lands. Trainable. Education, vocabulary, and accumulated engagement expand the budget. Want is the prime mover of the feedback loop. Operationalized in preservation-vs-training.md as the training function — re-installing the decoding key in receivers — which together with preservation forms the institutional pump the integration project needs.
