Every action a person can take in Muster: each multisig family and what it lets a room do, every room action, every wallet send. For each one: who acts, exactly what they sign, who learns what and when, and what Muster refuses. Built actions are generated from the running code; declared ones are what Muster would do, from primary sources.
Every field each observer can learn, across every action, and at which step it reaches them. The dark observers are outside the room. The store node's row is on every room-borne action: it sees the topic, the timing, and each frame's epoch number — never an event's contents. It also sees, in the clear today, who asks to join and the full roster at every admit; that is a known gap, tracked as exo-fbc.
◆ marks a row where the families differ. Every family answers the same rows, which is what makes muster feel the same; the answers are what change. The dark rows are what someone outside the room can learn.
